Public Governance

Introduction

The Master in Public Governance offered by the Euro-Arab Foundation for Higher Studies and theĀ University of Granada, provides high quality training in the concept of Governance and its applicability in the strategic regions. This initiative aims to place the Euro-Arab Foundation at the forefront of Governance programs, becoming an international point of reference in Governance studies in the new world environment.

Modern governance, both from a theoretical and applied point of view, is gaining in prominence as a tool for State-Society interaction. In recent years, it has been shown that direct public action should not be regarded as the only method for social intervention, and elements such as mediation, arbitration and self-regulation can be more effective. Therefore, implementing mechanisms for Good Governance ensures that the multiple interests and resource needs of various actors, both public and private, are met.

Good Governance in Arab countries is of the up-most importance, and achieving it among Arab regimes and their current nominative ambiguity requires a combination of democracy and freedom. It also requires strong support and enforcement of laws that guarantee rights and fundamental freedoms, achieve horizontal and vertical accountability to control the executive power, and ensure balance among public and private actors. Similarly, there is a need for administrative reforms to increase the economic capacity of these countries. The Jasmine revolution in Tunisia has inspired a social movement against poor governance and corruption in the Arab world while demanding positive change. To face these demands, Arab countries need specialized senior officials, and this program aims to explore and share the experiences of democratic principles and law to Arab leaders in Public Administration.

 

General Objectives

  1. Provide needed capabilities to become active agents for meeting the unavoidable challenges that theirs regimes must be faced today.
  2. Understand the concept of Governance and its applicability in the new world environment. Become familiar with the Indicators of Governance such as voice and accountability, political stability, government effectiveness, regulatory quality, rule of law, control of corruption, average institutional quality, etc.
  3. Training officials and managers in Public Administration.

 

Specific Objectives

  1. Specific and applied study of Public Administration Reform in strategic regions in the world.
  2. Build and enhance leadership capabilities.
  3. Provide capabilities to implement e-government and ICT as tools in providing public services.
  4. Improve multi-level relations.
  5. Consolidate the process of integration and cooperation at regional and global level.
  6. Highlight the importance of mainstreaming of gender to achieve good governance principles.
